CSR - Certified Shorthand Reporter

The Certified Shorthand Reporters Program verifies and certifies that shorthand reporters (one type of “court” reporter) meet certain standards for speed, conduct, and continuing education. Established in 1990 in the Bureau of Labor and Industries, the legislature transferred it to the State Court Administrator in July 1995.

The program certifies both freelance reporters and those employed in the courts. To become certified, a shorthand reporter must pass a qualifying exam, abide by a code of conduct, earn credits for continuing education every two years, and comply with the State Court Administrator’s policies. Certificates are good for two years and are renewable.

The program is voluntary; people who are not certified may offer reporting services. But only people who are certified through the program and maintain their certification may legally use the title of “certified shorthand reporter” or “ CSR.” The state court system generally requires its shorthand reporters to be certified.
